HCP Info from License Plate?

Since HCP numbers are the same as drivers license numbers, I wonder if this info is also readily for LEO from license plates. In other words, if an officer runs a license plate, can he get a drivers license number from that and therefore learn the owner has an HCP?

Yes.....sometimes. The officer can have his dispatcher (or do it himself if he has a MDT laptop) run a search for a DL on the registered owner that the plate comes back to.

Of course, the registered owner may not be driving the car at that time, but if he is, the officer can have his DL information available even before the traffic stop is initiated.

Ah, so it can be done, but it wouldn't happen automatically. I guess the officer would likely have to have some reason to ask for that much info. Thanks!

Well, he/she doesn't have to have a reason to ask for the extra info, maybe they just want to know who they are about to walk up on.

Well yes, they do have to have some reason to check your info. They aren't supposed to run the tag of the pretty blonde that came by just because they want to know who it is.

But these types of inquires are loosley (if at all) audited and the legitimate reasons are various so not like any would ever really know.

Crimimnal histories are really the only thing I remember being really checked by the TBI during an audit. You have to a seperate log book just for those and you have to state the reason in the log.

In Blount County, when an officer runs a license plate the Blount County 911 tells the reporting officer if the tag comes back to a registered HGP. The officer doesn't not need to ask for that info it is given to them.

Now that's just not right. I would be severely pissed if my wife got harassed, and pulled out of the car if she were driving mine, though she don't have a HCP.

I doubt she would get harassed, They pull up "Charlie" has a HCP, it is a female odds are and it is evident that she is not the "owner" of the vehicle but she has the same last name, so probably a spouse.

I guess hypothetically this could happen, but I would bet that most LEO's don't freak out when they see someone has a HCP, in fact, I would bet they feel more comfortable on what they can expect.

Trouble is they really shouldn't "expect" anything. I've had my permit for nearly 16 years, but probably only carried regularly for the last 2-3. So even if the registered owner is the one driving the car and he/she has a HCP it still dosen't mean they are armed.

So what happens if the officer thinks they are when they aren't?

The only real reason an officer should know you have a HCP is after you have told them then it can be ran to see if it is valid. They shouldn't be running people's names just to see if they have one. Of course I know that is not reality.

I guess my statement about what they could "expect" is not the best term, because if they go into a stop thinking that they know the situation, they could get hurt or killed.

But what is the big deal? We are not criminals, We are not the enemy. Why the secret, our permit is a state issued permit, why shouldn't a LEO know that we are permit holders? Because of my last question, why shouldn't the fact that we are HCP holders come up when they run our license? Does an officer check out license plate before they approach a car that they have pulled over on a dark deserted part of highway with no other cars near? If so, why, they shouldn't expect anything. If I were the LEO, which I am not, I have never played one on TV and I didn't stay at a Holiday Inn Express last night, If I had someone pulled over on a 2 lane highway, out in the country, no houses or other cars I would want to know everything about the possible person I was getting ready to walk up on. Hell I would want to know if they had a fishing license!

Disclaimer: These are not all my true feelings, I am conflicted over the amount of information that is available, on one hand, as a law abiding citizen with a permit, that doesn't believe my rights need to be paid for, given by an agency or taken away, I also can see the LEO side of, they would prefer to go home at the end of their shift as well, and what ever information that can help them be safe, should be made available to an extent. As you can see I am conflicted on this subject and this is why I have put down all these questions. :D:P

Because they don't know who is driving the car. If one of my friends is driving my truck knowing I have a permit is useless, even more important, if said LEO comes up saying I see you have a permit are you armed and the driver says no, I don't have a permit 1) the LEO doesn't know what's happening and 2) now someone knows I have a permit that I don't want to know.

1) They would have to be a pretty dimwitted officer to not realize that the driver may not be the owner of the car at that point.

2)Don't loan out your car. :D

If one of my friends is driving my truck knowing I have a permit is useless, even more important, if said LEO comes up saying I see you have a permit are you armed and the driver says no, I don't have a permit 1) the LEO doesn't know what's happening and 2) now someone knows I have a permit that I don't want to know.

What kind of friends do you have that you'll loan your car to but don't know you have your permit?

And I think the comment about what "can be expected" was insinuating(sp?)that most permit holders are law abiding citizens and won't be a problem stop.

Why would you tell anyone IRL other than immediate family you have a permit? Other than my wife and a few LEO's nobody has seen my HCP and very few suspect I have one. It ain't their business.

I don't know about you, but I always had to log queries in the CAD to be ready for a TBI audit.

If they wreck my truck insurance covers it. If they mention it to someone else I have to trust that person. OR if there happens to be some type of beef later on, it can become a he threatened me and has a gun. It's nobody's business. Nobody needs to know. Few of my friends own more than a family hunting gun. It is nobody's business other than mine if I have a HCP and even less so how often I actually would go armed with a handgun.

Trying to search for the name of the owner of the car and doing a name search on the handgun carry permit database is useless. Anyone can drive anybody's car. The DL and Handgun Carry Permit is linked, i have had my DL run in TN for traffic stops, and never asked if i was armed or if i had a handgun carry permit. They either didn't seem to care or were glad i was there. I didn't share the fact i was armed.

there wasn't one where i worked either. I was setting in the dispatchers office one night filling out a report, when the phone for the ncic rang. It seems the T.B.I. didn't like the dispatcher playing poker on the ncic computer. Kinda freaked me out that they knew she was.

Got pulled over for the first time in years Thursday (expired tags, I have no idea where Misty stashed the renewal)... in a vehicle with 1911 and .45acp stickers on it, no less... guns never even came up. He was really nice to me though.
