This is not a bad bill.  At least you are totally legal leaving a firearm in your car at local parks and schools.

....

Are you?  I took the first part of the following to mean that at least schools were excluded from the bill.  Can someone clarify?

39-17-1313.
 (a)  Notwithstanding §§ 39-17-1309, 39-17-1311, or § 39-17-1359, unless

You mean the "federal law" part, Gun Free School Zone Act?

If so, permit from the state is an exception under it.

No, I was asking about "(a) Notwithstanding §§ 39-17-1309, 39-17-1311, or § 39-17-1359".

Well, "notwithstanding" means "despite" or "despite anything to the contrary", so reasonably that means that this bill overrides those.

The "unless" for federal law would mean that it is still in effect.

Under federal law, we could carry in schools with a permit IF the state would change the law on that.  It is legal in Alabama and Mississippi as far as surrounding states.  I wish our state would fix that.
