Huh, looks like it might have been some kind of a flare gun at some point that is missing its rear housing. Some of the old Russian 20mm flare guns look similar to that. It'd be easier if we could see the barrel. I do see an air pistol in that picture. Edited by TMF

looks like a 1900s era single shot of some sort.  I cant pin it down exactly.

a cousin of this http://img31.imageshack.us/img31/7676/gunv.jpg

or these http://1.bp.blogspot.com/-wa1--oomzVY/Tdyjgn70GgI/AAAAAAAAPh8/BuzRPvYqNH8/s1600/home-made-pistols.gif

Or as noted maybe a flare gun or other special purpose item?

If that is a buyback someone needs to go thru it for collectables, some of those are rather old.

I expect that would depend on the local PD doing the buyback.

Metro Nashville shreds theirs, but the really special ones can find a new life as training items at the police academy. Especially ones with a unique action. They'll use them to train new officers how to safely handle/unload them in case they come across them in the field. Lots of officers are not gun people, and even if they are, they can't know everything.

Could be this cap gun http://shop.ehobbyasia.com/tanaka-colt-python-357-model-revolver-cap-gun-6-inch-hw.html. We can only hope :)

That looks more like it. I love what the people did in Seattle at the gun buyback. It turned into a hell of a great gun show and nothing the mayor or police could do about it. Anyone ever heard of a buyback in Tennessee? May need to hit the next one

They are infrequent, I cannot remember the last one.   The cops here may be onto the game --- this would be even MORE epic fail in a gun state where people KNOW what stuff is worth.

I would guess 90% are junk but I'm sure there's some nice guns destroyed. These buyback programs are a joke, it's not like the criminals are going to turn in their guns. Where do these people come up with these brilliant ideas? It reminds me of the cash for clunkers program. I saw some videos on youtube of these beautiful old Land Cruisers being destroyed. Makes you want to shed a tear seeing such useful items being wasted. That's our government at work spending our hard earned money.
