Gotta love it , I feel the power !

Really though , my feelings are that people are hoarding ammo , hasn't LE and the DHS and whom ever else been buying ammo at the same rate for quite while ; not just the last month or so ?

DHS and the other federal agencies bought all their ammo at the end of the fiscal year. (Before September 30th.) As stated by others, the shortage started post Sandy Hook. If the feds were trying to buy ammo now, they would be S.O.L. or paying a ridiculous premium.

Large ammo orders by the government takes time to manufacture and I'm sure they get priority over other orders by LE and civilians.

Large quantity orders of anything take priority over small orders of anything.  It doesn't matter if we're talking about ammo or something else entirely, but some folks have to look for the boogeyman no matter what.

If you order 12 cases of ping-pong balls and Wal-Mart orders 200,000 cases of ping-pong balls, guess which order I am going to rush to fill first?

You just confirmed why there may be an ammo shortage to the civilian market.

The civillian market has nothing to do with production priority. It has everythign to do with everyone buying it. I would be willing to bet the civillian sales far outweighs the fed. And that is why there is a shortage.
