HCP Qualification Question?

I was talking to a friend of mine thats really into guns. He goes tot he range atleast once a week. He was asking me about where to take the class at. Heres the question. He joined the military right after school but Im assuming here- decided he hated it before even graduating AIT so he managed to get out. It was some sort of chapter but im not sure which. His discharge says General under honorable conditions. Well I was looking at the state site whice says

Shall not have been discharged from the Armed Forces under dishonorable conditions (dishonorable discharge, bad conduct discharge or other than honorable discharge Chapter 1340-2-5-.02 (5); .

Hes been out for probably 15 years or so & to my knowledge has never been in any trouble of any kind. So will him not staying in the military by making a stupid move at 18 kill his chances for a HCP? If so theres no need on him wasting the 115.00 if its def gonna be a no. Is there any sort of review board for odd circumstances? Is there any person in particular he could contact to answer this question?

General rule of thumb here, but if he is allowed to buy guns "across the counter" he won't have any problem getting an HCP.

He can def buy over the counter. I know of a cou[le that he has purchased from local vendors & has never had a issue. I told him I would try to find out for him cause if it was gonna be a no then no need to apply.

There are certain things that will keep you from getting an HCP, but you can still buy a gun. He might need to contact Dept. of Safety and tell them what his DD-214 says and see if they will issue a permit with that type of discharge on record.

"General under honorable" and "Other than Honorable" are two different discharges. I think that's what you're thinking of. He should be perfectly fine if all he got was a general discharge.

In most cases a general discharge converts to honorable after a certain time period, I.E 6mo to 3 yrs.

General under honorable conditions is the easy way to say you was neither good nor bad. A general discharge is basicaly the same as honorable. You still get all the VA perks and everything.

I don't think you get the GI Bill without an honorable.

Actually, I believe that you have to have served a certain amount of time i.e. more than half of your commitment in order to qualify for the benefits, though I'm not an authority on it, but I also have a colleague who left the army with a general discharge. he told me that as I believe he tried to apply for that stuff.

For the GI Bill, I believe the req's are 3 yrs service with an Honorable Discharge. After which, you have 10 yrs to use it. Not really sure of the other benefits.
