Mapping program question

Am trying to make a semi-complex travel map and not sure what to use. I've got access to ArcGIS, but that is for topography and not for street travel times. What the goal is, is to say for example the set point of all travel is from Nashville, and there are 3 points of travel (just say Chattanooga, Knoxville and Memphis for ease).

 

Google maps is great for doing one route at a time, but I need something that will allow multiple routes originating from Nashville, but going to different locations on the same map. Does anyone know of a program that will do this?

ArcGis has street level data available, but I don't believe it will creat a route on its own. You'd have to draw the route in by mouse and that would suck.

Let me know what you find. I've wanted to do similar tasks. I'm gonna try out some of the above suggestions.
