Ok im sure some of you can interpret this law better than I can. Would it be legal to take a standard 10/22 reciever with an 16" rifle barrel and replace the stock with a charger stock?

You want a "pistol" with a 16" barrel?

What exactly are you wanting to make here?

If the barrel is 16" AND the overall length is 26", that's legal. If it were me, though, I'd put it in a folding stock, like the Butler Creek. http://www.cabelas.com/10-22-accessories-butler-creek-folding-stock-ruger-10-22-1.shtml

18.5" carbine to pistol grip part of rifle stock is about 28", so a 16" in a Charger stock is gonna be iffy, seems.

16" barrel in a Butler Creek would be about 25" or less, folded, so yeah, if space saving is the object here, it's a better option, especially since you can shoot it with the butt stock too.

They do make stocks similar to the Charger that will make a 16" barrel legal.

Because of how the stock is built the overal length is 26"+ with a 16.25" barrel.

Thats a good option I didn't think about the folding stock....
They work and hold up well, had one for 3 or 4 years now (that's regular 18.5" barrel + the tactigoofus extension).

Oooh, my calculations weren't correct. I've only used a Butler Creek with an 18+" barrel. If it is only ~25" with a 16" barrel, is it legal?

Feds measure total length with stock extended, no worries there.

A state or three doesn't though, from what I've gathered. Fine in TN.

I only mentioned those measurements to compare as seems just getting it to shortest possible for carrying convenience or whatever seems to be OP's aim.
