You can ship any firearm (not anything NFA/Class III) to any resident of this state as long as they can legally own a firearm without going through an FFL.

A nonlicensee may ship a firearm by a common or contract carrier to a resident of his or her own State or to a licensee in any State. A common or contract carrier must be used to ship a handgun. In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm.

Since it is a rifle, you may use USPS.

This has always confused me, thanks for clearing it up. so according to ATF I can ship you (a resident of Tenn) a handgun direct and not have to go through a FFL. Great.

However, as my experience today informed me, UPS and FedEx have policies that will only allow a firearm to be sent to a FFL. Even in-state.

I even called corporate and argued with them. Their website contradicts this as well as the ATF, but that is what they said.

Yeah, most are oblivious to federal law and will only allow you to ship to a FFL.

Same thing happened to me at UPS.

I called corporate and it is not their policy; but they would not override the decision of the guy at the hub here because a firearm was involved.

you CAN send it via the US mail and overnight it. I'm pretty sure they'll do it.

I send mine in a locked (cheap plastic) case and mail them a key in a separate pouch. I've never had a problem doing that...and yep, I've butted heads with UPS and FED EX...

I haven't tried any other private carriers though.

I'm fairly certain UPS and Fedex are the only private carriers that allow firearms. I know DHL doesn't. Is there anybody else? Haha, I can't think of any at the moment.

If you meant long gun, yes. It is illegal to ship a handgun through the USPS per Federal law.
