HCP vs Concealed Weapons Permit. Thoughts?

I have lived in a state that it is sort of legal for people to carry without a license. In Arkansas it is legal for people to carry a weapon (handgun, switchblade, club, slapper) when on a journey. A lot of people, especially in years past, did not mess with getting a license because they would claim to be traveling. Others would claim to be going to the woods and carrying a handgun for that. Rifles and shotguns can be carried there without a license. Nothing out of the ordinary happened there or happens now.

I do think that training has kind of a low bar set, even for PD quals. I think with or without a licensing system, very few people will regularly carry a gun on their person. Most people that do keep a gun when they go about places just want to keep one in their cars in the console or glovebox.

I would like to see Tennessee legalize people without permits to keep a handgun loaded in the car. I would also like to see the parks, signs, and schools be legalized for those with a permit.

I think car carry without a permit is a realistic goal. I also think all local parks and the fine signs are also realistic goals. Schools may be a harder one to get.
