Personally, I'm not sure I would be worried too much about legalities in a SHTF situation. My guess is if you get caught carrying a weapon of any sort and we are under some sort of Marshall Law, they will arrest you any way.

Seems to me SHTF means being able to eat, and a bow would be a fine tool for that in many cases.

Why not learn to make your own strings, bows and arrows. Do a search for self bows and with a little money you can learn to do it. String making is easy.
