New Jersey is not/was not under “Martial Law�. If they were the Military would be running the show; the Military is not. Of course there were curfews; there was wide spread looting and violence.

Well, as long as its existence is mandated and paid for with taxes, seems it should be at least as competent and efficient as the Red Cross and Salvation Army.
Or just give the tax money to them and nuke the damn agency entirely.
