You may not use the PayPal service for activities that:[list=1]

violate any law, statute, ordinance or regulation.
[*]
(i) ammunition, firearms, or certain firearm parts or accessories, or (j) ,certain weapons or knives regulated under applicable law.

You could always buy a prepaid Visa, use cash to load the card and then make the purchase that way. You can buy them at Walmart or Walgreens etc.

All of my purchases from Bud's have been by sending a certified check. It takes longer, but you get the cash discount.

Short of selling stuff, the only way I know to get money INTO your PayPal account is from bank account.

If that's the case, your bank should offer Debit Card for the account.

Also, if your PP account gets funded from sales, you can get a PayPal MasterCard debit card and from reading online it apparently works fine for everything, including firearm purchases so I guess that's a loophole in PayPal TOS.

Not a loophole exactly, but close. Issuing banks are held to standards set by the card association (Visa/MC). Other than in very rare circumstances (ex: a debit card tied to a health savings accou or corporate T&E card) the card issuer has little say so as far as what kind of (legal) transactions you can make. Trying to restrict the use of a Visa or Mastercard would not make big brother (Visa/MC) happy.
