Simple, it is a "politically correct" bad guy. Also, if you plan for a zombie apocolypse, you should be prepared for most anything.

what HvyMtl said. The ability to have a bad guy that is not affiliated with any nation or ethnicity is a wonderful tool. IT is also a method of conducting a fairly extensive exercise without making people think that there is a pending threat, which seems to happen every time there is a large scale exercise. I don't think it's a waste at all.

They had "Active Shooter" day at UTM one day last week. Law enforcement from all over TN were there. Plus F. & TBI. According to my daughter, they played out lots of different scenarios even a zombie one. Of course i think the zombie one was because some of the kids refused to die lol. Turned the whole school upside down, but they had a blast.

Didn't fort Knox get in trouble a little while back for doing an exercise using the tea party as the force attacking ?
Yeah zombies are a bit more politically correct I still think they should have used the occupy movement

I read an article (same or different not sure) where one of the organizers said everything the participants will encounter has and will occur in the real world. You order a zombie to stop, and I'm pretty sure he will keep coming right? Well so will an addict.

Shoot a guy, and a minute later he gets up and tries to bite you. Who's to say a guy you shot won't regain consciousness and attack you? ETC ETC.
