There is a provision that prevents carry in "any publicly owned building, without the express permission of the authorities in charge of the premises or property" (Section 16-23-420(a)) But I don't think a beach is building.

Also it appears SC has preemption like TN to prevent local ordnances restricting carry.

SC does honor TN permits.
