HCP Renewal "IMPORTANT"

I went to renew my HCP today. I was at the Coffee Co/ Manchester

Drivers testing station. For Renewal there is a new requirement for

proof of citizenship. Passport, Birth certificate etc.

I was lucky I had my Military ID and they let me process my

paperwork. She stated it was new and not posted on the website.

Yeah, to get a DL or HCP now you must show proof of citizenship. You only need to show it once. After that, it's logged into the system. I believe it is posted on the website and has been for quite some time actually.

There is no requirement of citizenship to obtain a HCP or DL.

I tried to discuss that very fact with the DL office when I made my initial application and they looked at me like I was from Mars. "Sorry, it is the rule...your DL will not work..." was all I got. :screwy: Made the 30 minute trip back to the house, grabbed my passport and birth certificate, drove back, waited in the almost empty lobby for another 30 minutes, and then they processed me like nothing happened or they had never seen me before - amazing. I'm usually a pretty patient guy, but I had to use some deep breathing exercises that day...

Well, that's what I thought after driving in TN for 10 years myself...maybe you're wife will have better luck than me, but it seems pretty clear on the website...and from the manager of the DL office.

She must be a Lawful Permanent Resident then.

Yes. Which by default means she is not a citizen of this country and therefore has no way of showing proof of citizenship.

I have heard this before... My question is this, what do they do with the renewals they do thru the mail... besides lose them :lol:... really tho.. are you supposed to mail in a copy of passport or birth cert?

I think I'll make a phone call in the morning for clarification.

you need proof of one or the other

Acceptable Proof of Citizenship or Lawful Permanent Resident Status Documents

PLEASE NOTE: All documents are subject to verification with the issuing agency or source. Documents subject to verification may delay the issuance of your permit, driver license, identification only license, temporary driver license or temporary identification license. No photocopies will be accepted!

  • Official Birth Certificate issued by a U.S. state, jurisdiction or territory (Puerto Rico, U.S. Virgin Islands, Northern Mariana Islands, American Samoa, Swain's Island, Guam);

  • U.S. Government-issued Certified Birth Certificate

  • U.S. Certificate of Birth Abroad (DS-1350 or FS-545)

  • Report of Birth Abroad of a Citizen of the U.S. (FS-240)

  • Valid or expired U.S. Passport

  • Certificate of Citizenship (N560 or N561)

  • Certificate of Naturalization (N550, N570 or N578)

  • Unexpired U.S. Active Duty/Retiree/Reservist Military ID Card (DOD DD-2)

  • U.S. Citizen Identification Card (I-197, I-179)

  • INS I-551 Permanent Resident Alien Card

  • Foreign passport stamped by the U.S. Government indicating that the holder has been "Processed for I-551"

  • Permanent resident Re-entry Permit (I-327)

  • Temporary I-551 stamp on Form I-94, Arrival/Departure Record, with photograph of applicant.

  • U.S. Department of Receptions and Placement Program Assurance Form (Refugee) and I-94 stamped refugee.

  • Form I-94 Record of Arrival and Departure stamped Asylee, Parolee or Parole, refugee, asylum, HP (humanitarian parolee) or PIP (public interest parolee).

It states on the website for all NEW applications. It does not state it is required

for renewal of HCP.

Just make sure you carry proof with you.

at the bottom of the page, it reads:

NOTE: Tennessee's new law requires that anyone issued a Tennessee driver's license since January 1, 2001, as well as first-time applicants, be required to provide documentation they are either a U.S. Citizen or a lawful permanent resident at the time of their first renewal. In these instances, you may not renew by mail or by the internet; you will be required to visit a Driver License Station.

You quoted that statement in your post and said I was wrong.

The TDOS website backs me up. THERE IS NO REQUIREMENT TO BE A CITIZEN IN ORDER TO OBTAIN A HCP OR DL.

You are correct....It also doesnt say it in the code 39-17-1351, my apologies...

You have to be a Citizen or Legal resident. Therefore it IS a requirement.

Effective July 1, 2005, all new handgun permit applicants must provide proof of U.S. Citizenship or Lawful Permanent Residency.
