What are the state requirements for a handgun purchase?

Reason why i ask this is since it has been a while since i purchased my last handgun( feb 2009).

A fellow co-worker tried to purchase a handgun here in Town and was denied because they didn't have his fingerprints on file. But he is an U.S. Army veteran( been out since 1980's). You would think they have his fingerprints on file since it's federal.

I just thought I'd post this question. He has no criminal history( to my knowledge).

Last time i purchased a handgun, they didn't ask for my fingerprints, aside from the thumb and index fingers. Has it changed since then?

Fingerprints? Definitely no fingerprints are required to purchase a handgun. Somebody somewhere had no idea what they were doing when they ran his background check. They don't even require thumbprints anymore. He needs to appeal it and definitely make sure whoever denied it gets some training.

Yes, about 3 years ago; no longer required. But the prints weren't checked against a database in real time or anything for gun purchase approval even then.

I don't know about your friend's story, but I suspect you didn't get an accurate description of whatever transpired. There surely can't be an FFL in TN that stoopid, even in Fayetteville. :)

I think its one of the local pawnshops in Fayetteville. Least that is where he told me where he saw the gun he wanted.

Well, I talked with my friend and he still has to get his fingerprints per FBI. I'm assuming no matter what the real requirements in order to buy a handgun the gov't will make up its own rules on a case by case basis. Could be the backwards town i live in, could be because the purchaser is black. And i found out the local sherriff department won't do fingerprinting anymore.

Apparently there is an FFL that STOOPID in Fayetteville.

I'd be lookin for a different dealer. There are plenty of guns out there and dealers waiting to sell one to him.

Whatever is going on, you're just not getting an accurate saga.

There's no agency, state or federal, to submit fingerprints to or receive fingerprint information from for a normal gun purchase, it's simply not an option at all for the FFL selling the gun.

If the FFL is indeed claiming such, then he could be as you postulate, not willing to sell a gun to a black man without having the balls to say so, is only thing I can think. No dealer would go to the hassle/expense of getting an FFL without knowing the rules and also consequently not selling any guns at all.

I told him what you all told me about the ffl not requiring fingerprints to purchase. Told him to try another dealer, maybe even another dealer out of county.

I can't believe everything he says though, i've worked with him for the past 6 years, you learn a lot about someone in that ammount of time.

Doubtful… The FFL wouldn’t know if his prints were on file or not. If he was refused (TICS) and they want prints, I would guess there is a question on his identity. But thats just a WAG.
