Legalities of tannerite

I understand tannerite is legal to buy, as it is a binary explosive. But once mixed could a person be charged with manufacturing an explosive? I would love to purchase some but am worried about some hard nosed leo arriving on scene to discover a couple evil black rifles, and basically an explosive mixture. Anyone aware of any state laws prohibiting the use of exploding targets on private property? I know these basic rules apply:

Rules:

1. The two parts must be stored and transported separately (in different containers).

2. Once you mix them together you must use them immediately. You cannot mix them together and then drive to the shoot site or store them. This is why its legal to use this mixture. When the two parts are stored and transported separately it is legal. However once you mix them together it is an explosive and must be used on site.

3. Use of the explosive must not harm any one or any thing(except for targets at the shoot site) or be used in any way that is unlawful.

Not all LEO's are hard nosed Joe's... but there are some out there. Even though its legal for you to use this i have to ask "Why?" Granted, if your out in the sticks somewhere with lots o' land i hardly think anyone will care\notice.

Private and public property are two different things. Its your castle. Just be safe.

I suppose. Maybe its just be grumpy about my neighbors who used to use exploding targets and then would get up and leave their mess there. I feel grumpy like Mars.

If I used tannerite on my own property the mess would be for me to clean up or leave depending on if I felt like cleaning it up that day.

On any other property the mess would be cleaned up when I was done. But man o man would it be worth it.

I have enough experience with reality to be grumpy. I have to deal with people.

I prefer C-4 or RDX with a detonator.
