Yes you were limited to one handgun per month (did not apply to private sales). You were exempt from that if you had a concealed carry permit. Dumb law. I can remember anxiously waiting a couple times between purchases before I got my CCP when I lived in VA.

Couldn't carry concealed where alcohol served, but could open carry (which doesn't require a permit, even).

So permit holders carrying concealed would "tuck" their shirts so that the gun showed in their waistband.
