How to do a state to state transfer?

I want to buy a pistol that is in Kentucky but the owner wants to do a face to face sale. How do we legally transfer it to me here in Tennessee?

Can I meet him at a FFL in Kentucky and legally transfer it to me or do we need to meet at a FFL in Tennessee to transfer it to me?

It is my understanding that I can not legally buy it straight from him. Is this correct?

It needs to go through an FFL in TN. He can meet you here or he can ship it, but it has to come to TN. You cannot do it at an FFL in KY and it is illegal to do it without an FFL.
