I'm thinking there still is a suspect (??) but the feds would like to see or hear additional information to either reinforce their case against the suspect, exonerate the suspect, or identify a different suspect. This is speculation on my part, but I think it fits a law enforcement pattern. Professional LEOs that post here could correct me if I'm wrong.

You don’t usually offer a reward if you have someone in custody. Once you have identified a suspect it isn’t usually hard to determine if they did it or rule them out. Sounds like they don’t have a case; if they have someone in custody.

$5K might help, but more than likely they will get information when someone needs a pass on a lesser crime.
