Queston about an SBR build

Hello Guys. I'm wanting to build an SBR rifle. I have already built an AR with a 16 inch barrel. Is it legal for me to fill out the Form 1 using my existing lower's serial number, so that when I'm approved, I could swap between my 16 inch upper and the SBR upper I will then purchase? I could then build an additional lower and use it only with the 16 inch upper and have 2 independent completed rifles. Bottom line...can I temporarily swap uppers on an NFA registered lower receiver? Thanks in advance on any guidance you can share.

Once it's NFA'ed, you can put whatever you want on it. NFA is a little daunting at first but keep reading up on it and it'll become easier.
