I haven't read the bill yet but it looks like a good one from what you've said.

forget hope..lets exercise our right to vote/contact the local ruling body...I'm not sure if its a democrocko'poop or a republican't.. and let him/her know that its the way we as constituents would like our little world to be shaped.
