The original Wolf "black box" ammo was manufactured by Tula according to ComBloc Ammo FAQ

Apparently the importer (Wolf) is no longer using the Tula or Ulyanovsk plants to manufacture any of their ammunition. It is all made at the Barnaul plant. The ComBloc ammo FAQ also indicates that the Barnaul stuff is generally considered to be the highest quality among the Russian/steel cased ammo available.

EDIT: FWIW, I just grabbed a box of 2011 manufacture WPA Military Classic (green "camo box" Wolf) out of my ammo stash and it has the Barnaul headstamp.

Unfortunately I don't have any of the black box Wolf to compare.
