I don't see the issue. The association doesn't allow any flags or signs and they fly two on the business park entrance. It has nothing to do with the American flag on private property, as many of the other stories we hear about.

so why doesn't the association provide any proof that they actually have this policy?

it may well not be in her lease at all.

If the policy is in her lease, by laws, or any other document she signed or was formally notified of... then there is no issue. Seems that would be quite easy to determine. Since she's leasing, it's not her property anyway. Seems to me they could tell her to remove it, documented policy or not.
