Iraq has had cell phones and it is also much more developed than Afghanistan.

Afghanistan has about a good a cell network. In all of the places I travelled I never was without a signal. They have solar powered towers everywhere.

Yep. Found this in my research today. I stand corrected.

Many towns have cell phones, and about 40% of the country is covered by one of three cell-phone companies. People buy minutes at local kiosks. Most people, even in remote areas own one. In 2007 the MoI estimated there were 32 million subscribers to mobile phones in Afghanstan. This is likely inflated by people having more than one phone. There are currently four companies providing Cell Phone service. In some villages which do not have coverage, people will hike up 1000ft or more to get a signal. Thus, frequently patrols will perceive people as ‘spying’ on them and reporting via cell phone, when all they are doing is making a call. Encourage patrols not to instantly fire on these people.

Also, I am taking some of your advice and reworking a couple of things. I'll post pics later.
