Really? What 'right to vote'? Where does the Constitution and Bill of Rights mention this?

As there is no original edict in the Constitution of the Union regarding "Voting Rights", the limitations and prescriptions were left to the States per the 10th Amendment map of Powers.

But, you might check the 15th, 19th, 24th and 26th Amendments for Federal involvement in the question.

Exactly. There is no 'right to vote' at the Federal level. What the amendments say is that those who DO have that right cannot be denied it by virtue of race, color, previous condition of servitude, sex, failure to pay poll tax or other tax, or age (as long as they are 18 or older). States still have the right to restrict the vote on any other grounds they choose. Examples might be; those who earn above a certain level, those who own property, those who can hit a 5" target at 100 yards with a centerfire rifle, etc.
