To fully answer this would take longer than it's worth... Let's just say that it's mostly folks who have to have the latest "tactical" gear and guns, and think that alone makes them some sort of Spec. Ops "special operator".

They basically can quote you the specs and operating parameters of every firearm known to man, though they've probably never even handled 'em, much less fired a shot in anger. Or been shot at. "Tactical Pretenders" would be another good term for 'em, I suppose...

Oh, and they usually get a job as mall security somewhere too... thus the name. Ever see "Paul Blart, Mall Cop"?
