Yes, an 18 year old can buy a handgun in a private party sale in Tennessee face to face. You have to be 21 to buy a handgun from an FFL. You can possess, keep, own, and carry in some instances like in the woods, camping, hunting, range. Just have to keep your handgun unloaded in the car. In some states, 18 year olds can carry handguns loaded in cars and/or openly on their person without a license. Mississippi you can keep a handgun loaded in your car at 18. Louisiana you can carry a handgun loaded in your car loaded and also carry one openly. Arkansas you can carry a handgun when 'on a journey' at 18. A lot of other states are less strict than Tennessee when it comes to not requiring a license to keep a loaded pistol say in your car/truck. Check it out.

The real hassle will be buying ammo. I had to get my parents when under 21 to buy ammo for me when I was living in Arkansas. I bought a handgun in a private sale when I was 20 from someone who actually knew the law. We swapped info and all was good. It replaced a handgun I was given as a present when I was 18. I started carrying a handgun when hiking, hunting, and 'on a journey' when i was 18.
