I think he had a damn good case for some sort of rights violation, or something, until he canceled his TNDOS appeal hearing and went on this kick of lawsuit based on TN constitutionality of the HCP itself.

I remember thinking at the time that is DOS challenge could have had some benefit on establishing the criteria for revoking someone's permit under the fuzzier parts of 39-17-1352.
