They still make those claims. There was a Show TV just about a week ago, that no only claimed we use it but that other countries have similar devices now.

It claimed that hurricane katrina may have been caused by another country and since for the passed 3 years we have used Harp to put a artificial High Pressure zone around Florida to deflect hurricanes during hurricane season.

The TV show aired in the last 2 weeks on History, National Geographic, Sci or discovery. It was called something like, top 10 ways weather can be used as a weapon.

Don't Label me as a conspiracy nut, I just like to watch some stuff for entertainment.
