Drawn for hunts?

Keep seeing threads that have to do with folks being "drawn for hunts". What exactly does this mean? Are there places that only so many people can hunt or what? I've skimmed through the TWRA hunting rule book, but don't recall seeing anything about this.

Quota hunts on WMAs. The first one that comes to mind is President's Island. Its archery only, limited to 150 people on the two October hunts and 80 out on the far end in December. The bucks are nine point minimums in December. Being drawn means you get a permit to hunt this WMA.
