Can non-resident sell directly in TN? during TN state trip

Sorry for what may be simple for some to answer, but I'm simply not an expert on reading the legaleze such as does a "transfer" include face-to-face, etc. Gun shops say TN honors face-to-face as legal transfer, but what if the previous owner is NOT a TN resident?

Here's the question. Can an out-of-state guy on a trip into TN legally sell a gun in a face 2 face without a FFL getting involved?

No. A person may only sell F2F to a resident of their state. Any sale to a person residing in another state must go through a FFL.

Here is what the BATFE says about transfer of firearms:

<dl class="faq"><dt>Q: To whom may an unlicensed person transfer firearms under the <abbr>GCA</abbr>?</dt><dd> A person may sell a firearm to an unlicensed resident of his State, if he does not know or have reasonable cause to believe the person is prohibited from receiving or possessing firearms under Federal law. A person may loan or rent a firearm to a resident of any State for temporary use for lawful sporting purposes, if he does not know or have reasonable cause to believe the person is prohibited from receiving or possessing firearms under Federal law. A person may sell or transfer a firearm to a licensee in any State. However, a firearm other than a curio or relic may not be transferred interstate to a licensed collector.

Long story short, you may only sell/transfer a firearm to a person who is a resident of the same state as you. Otherwise it must go through an FFL.

Right so if a sale is conducted by Fred and Barney that don't care about the law but are found out, then who get's the cuffs? Feds get the guns if they know, or what are the potential legal consequences?

No offense, but your disguise is a little too thinly veiled. If the gun has already changed hands, I'd stop talking about it on a public forum. If it hasn't, just follow the law. It isn't that hard.
