From my limited understanding, please correct me if I'm wrong, still learning about this thing, but they are releasing the new operating system 4.0 when they release the new phones, hopefully next week. This update for the current iPhones, will allow you to do some of the new stuff, like tethering and multi-tasking, if you have a 3gs. The older 3g phones will not have all the functions, like multi-tasking.

You are correct. If you currently have a 3Gs, you will gain most of the functionality of the new OS. My old 3G will not but it will be time for me to upgrade so I will be getting a new iPhone (Whatever they call it).

im talking about if you want to keep this plan you cannot upgrade to a new phone later unless you want to pay full price for it

Oh. Yeah. Although, again, I'd be curious to see how much one uses their phone if they cross over the 2 gig limit in the new plans. 2 gig is a lot of data on a phone. Even if you are using it as a radio.
