There are lots of people. Look around the construction areas. According to the description, that's actually a compilation of over 4000 photos taken over a 3 hour span. Very impressive

I saw people. Zoom into the residential looking areas behind the absurd building they have going on. You will find them.

The first I found were playing baseball. Then I found a Burger King.

I was stationed there during Desert Storm, 1991. It was a very different place then.
