The states seem to be able to regulate the carrying of weapons however they see fit. Most state constitutions seem to mirror the federal constitution in some fashion. The federal government does not force the states to recognize each other's driver licenses through the 14 Amendment. Also, a law license from Tennessee is not recognized in Arkansas, you must be licensed in Arkansas to practice. The states create laws recognizing each other's professional licenses and also driver licenses. I do not see the federal government forcing the states to recognize handgun licenses/permits. The problem with the bill that was proposed, it created additional prohibited locations that some states do not have, such as the problems with the HR218 that allows local/state law enforcement to carry nationwide. If those guys were to follow the federal law by the book, they would have a headache b/c for example my homestate of Arkansas allows off duty TN LEO's to carry ANYWHERE in Arkansas off duty because Tennessee does the same. Some states may not do such, thus local LEO's are to follow HR218.

I want as little federal powers as possible when it comes to laws, unless a law is truly unconstitutional, such as not being able to keep a handgun at one's home legally in DC or Chicago. In an ideal world, we could openly carry without a license anywhere in the USA like folks did 140 yrs ago, but that will never happen.
