It'll keep popping up as long as politicians can demagogue the issue. This has been on and off on the national radar since, iirc, 1984. It comes and goes as people pay attention to it.

As someone who has to provide care for many of these non-English-speaking, non-paying, non-legal residents who come here to mooch off of our system and abuse our hospitality, I think this issue ought to come up again, and again, and again until American's aren't just sick of it, but pissed off enough to do something about it.

It really all got started in '68 when Teddy Kennedy introduced the first of several immigration "reform" measures that have totaled screwed up our immigration policies.
