It's already failed first hearing in committee but was given a second re-consideration hearing. I doubt it will pass this one either (first vote was 0-5 against).

I was surprised that California already allows open carry, to a degree. The gun can't be loaded, but you can have a loaded mag on one side of your belt and the gun on the other. Try that in Tennessee without an HCP and you are breaking the law.
