The bolts are tight and arent stripped, the barrell is free floating and im at witts end and cant figure out how to tighten barrell back down. HELP!!!!!!;)

Savage uses a barrel nut to hold the barrel to the receiver. If the barrel nut gets loose, as it sounds like your's has, then the head space will be off, causing the misfires, and the barrel will wiggle around like you described.

My first recommendation would be for you to call Savage and return the gun for repair to them just incase there is more wrong than just a loose barrel nut.

If you are opposed to returning the gun to Savage, then take it to a local gunsmith.

If you are opposed to that, then you need to purchase a barrel nut wrench and place the receiver in a padded vise and tighten the barrel nut. The barrel nut is visible on the assembled gun. It sits against the receiver at the start of the barrel. It almost looks like part of the barrel.
