C&R Question

If a C&R rifle is bought and given as a gift to another person, is there some sort of paperwork that must be filled out?

If you have a C&R FFL yes. It must be logged in and out of your bound book. If you do not have a C&R FFL, no. The only time the C&R "status" of a weapon ever matters is if you have a C&R FFL.

Is that the Personal Firearms Record they send you? Does it have to be in that pamphlet? Or can you use an Excel spreadsheet?

I think I know what sheet you are referencing, and no, that's not it. This is the file here:

Bound_Book - Google Docs Feel free to download it and print it out. It must be a hand written record unless you get permission from the ATF to keep an electronic only record.

You need to log every C&R firearm you purchase (Acquire) and sell/gift (Dispose). You are required by federal law to keep this record up to date and the ATF can request to see it at any time.
