well it seems that the bolts have been either ripped out of the floor or i was also told that the collar that comes out of the ground is to tall. basically, when i set on the thing and it is like a freakn rocking chair. the wife and i have dealt with this for three years and it is time to get something done.

now the wax ring could be detoriated, the bolts could be shot, the flange could also be toast, now sometimes those bolts have a "plastic waster below the bolts, and that could have crack and broken up and be in a landfill causing this. see the clip to the right in the lower borrowed pic, you might be able to use that to shim it if it is just a missing washerSnapRingEclip.jpg

If it is not leaking just shove some washers under the side that wobbles. Its not the right way, but I have done it with success. Just loosen the bolts a little, insert washers and push them far enough back where they are flush with the edge of the toilet. Tighten the flange bolts down gingerly then caulk around the gap to hide the washers and no one will know the difference.

often those bolts are seized up with rust, that is why I suggested those clips, had a similiar incident that wasn't plumbing related that something needed to be shimmed but a bolt couldn't be removed
