A friend just moved to Memphis from the People's Republic of Taxachusetts, and wants to get his HCP. How long does he have to live here to get it?

Soon as can prove residency.

TN DL obviously best way since HCP is same number.

I don't know how TNDOS handles folks without a driver's license.

As soon as you get a TN DL you can apply for a TN handgun carry permit. I applied for one when switching out an out of state driver license at the same time. The highway patrol office needed a copy of my Arkansas concealed handgun license. Make sure that the highway patrol office gets a copy of your MA carry license....they forgot to get a copy of my Arkansas license and I had to fax them one....good luck with moving here! Also ...your MA license will be good six months after you become a resident...so it will give you a good amount of time to get the TN handgun carry permit...you can carry on your MA license while you wait for your new TN permit.

You will probably be exempt from the class, due to having a MA license. Here are the details. It looks like you will have to be fingerprinted.
