juvenile charges

i originally posted this in the other section of the forum but realized that this might be a better place for this. A buddy is wanting to apply for a HCP but is unsure if he is eligible. he has been charged with felony assault as a juvenile. he has paid for a TBI BG check and it said there were no records. he hasnt tried to buy a handgun because he wasnt sure if it was legal for him to own. would his juvenile felonies disqualify him from a HCP or even legally owning a firearm?
