Do I have to go to the DMV in my county where my license is registered or can I go to any DMV in state of TN as long as they process HCP (I work in a diff county than I live and if I could would save me alot of time)?

You do not have to go to the DMV in your county.

I'm from Franklin Co, live in Putnam Co, and processed my HCP in Warren Co.

Some counties don't even have a DMV. Franklin Co. for example, we have to go to Coffee.
