Open Carry

The wife and I have been having a heated discussion with one of her co-workers about open carry being legal. I remember a link with the AG's thoughts on this and now I can't seem to find it. We just can't get the co-worker to understand that there is no law against open carry because she was told that the HCP was for concealed carry only.
