Phil Bredesen to (possibly) sit on carry bill.

So how long after the 10 days (or Gov's signature) does it go into effect? I thought I had read June 1, but if it doesn't go to the Gov until say next Monday the 25, and he sits on it for 10 days then the 1st will be missed. But if he signs it on the 2nd, is it in effect then? Hope the question isn't confusing.

In general a bill becomes law on the date stated within the bill, regardless of when it is signed by the Governor.

You are correct about this bill, the date is June 1.

To answer the other part of your question...I'm not sure. I have wondered what would happen if June 1 was within in the 10 days he has to sign it or let it become law and it has not been signed yet.

Looks like he would need to get it tomorrow or Tuesday at the latest to keep that from happening.

If things go well, he will retain the level of insignificance as well.

I hope Serpas is embarrased, he seems to think he speaks for every metro cop in Nashville and would probably punish any who gave a different opinion than his.

What else does one expect from a man who took tax paying citizens off of tenn care, to offer more to illegal immigrants. The same jerk who gave every fence jumping non speaking alien a drivers license. Who **** on the english first bill and gave the states revenues up to attract ****ty businesses looking for sweat shop labor. Ill be glad when he is GONE!!!!!!!!!!!!!

He did this before on another HCP law in the past, I believe it was the one allowing permit holders to carry in stores that sold alcohol.

IIRC, that was Sundquist.

Bredesen is reasonably pro-gun. He was endorsed by the NRA in his last run for Governor. He did sign the Castle Doctrine law and the recent fingerprint law. I don't think this is so much a question of whether he's going to veto it or not, but whether he'll sign it or not.

btw, Fallguy, what happened to that bill that would allow deadly force to protect property. I thought I saw that it went to him along with the fingerprint bill?

And I am sure at the time a whole bunch of crazy people said liquor stores would get shot up by people...haven't seen that happen yet...(at least not by law abiding HCP holders.)

It was signed by the Governor of 5/13/09 HB0070/SB0474

Just remember it only allows for the use of deadly force in protecting property as long as you are otherwise authorized (self-defense) in using deadly force.

You can not use deadly force just to protect property like in the great state of TX.

This is turning out to be VERY interesting...kind of a Tennessee soap opera. As of this morning the Gov'nuh has what, 12 working days until JUN 1st (including saturday)...Should he "sit" on the bill or should he sign it NOW? Most of us want this done "friggin last month".

I've stated this before...I honestly think he'll sit on it until the very "last minute"...most likely he WILL NOT sign it...and send it back to the legislature. Timing is everything in politics...as we've seen pretty much since O was elected.

Will the Gov'nuh send it back to the legislature in TIME for the bill to become effective as of JUN 1st? OR will he play politics and send it back...on the 1st and then the legilature will either have to stay in session and enact the law without the gov'nuh's signature...OR they defer it indefinately.

The gov'nuh is after all a democrat...even though the NRA likes him...the NRA like John Kerry too. I fully expect there to be some serious politicing going on. However I do not see his signature on the bill.

If he doesn't sign it, it doesn't go back to the legislature - it simply becomes law on 6/1. The only way I can see where he can hold this up would be to veto it, causing the legislature to vote on it again. I'm not sure, but in that case I imagine they could simply change the effective date of the law.

Speculating about what Governor Bredesen may do is like speculating about what the weather is going to be like in Middle Tennessee next Wednesday at 1:52pm. Let's move past this line of discussion and focus on putting pressure ON the Governor to do what is right and sign the bill into law.

I just checked the bill's status page (Tennessee General Assembly Legislation) and saw that the House Speaker signed it yesterday and the Senate Speaker signed it today!!!!:D

Let's begin the countdown!!!!

Would May 30th be the magic day if Bredesen doesn't sign it? Doesn't the House/Senate let out on the 28th for summer vacation? What if Bredesen vetoed on the 29th? When would the House/Senate be back to over ride the veto?

This timing looks awful funny to me.......:D
