Alabama/umbrella rigs

Hey guys I just want to understand the legalities of this rig more.  I know you can only run 3 hooks on them but a lot of rigs come with 5 wires to attach too.  Are these legal to run if you put two extra rigs on there but cut the hooks off or do you have to fish with three wire rigs only?

Most of the time the fish bite the bottom or back rigs and hardly the ones on top.  My theory would to make the top two hookless to look like a better bait ball to hopefully entice them to bite one of the other three.  I just don't know if this is legal and if I am strictly only able to use a 3 wire even though I would be running two hookless?  However, you are correct in that they could bite one of those and I could loose the fish.  I just feel I would catch more with the other rigs anyway.
