Can an indivual sell ammo without an FFL under the new Federal law

I probably have this in the wrong place but don't know where it would fit any better.

Can an individual sell ammo to another individual without an FFL or would the FFL consider it an illegal act?

I would greatly appreciate any information from folks with more information than me.

Thanks

Google is your friend. This from the ATF website:

Is a license required to engage in the business of selling small arms ammunition?

No. A license is not required for a dealer in ammunition only. However a license is required to manufacture or import ammunition.

[18 U.S.C. 922 (a)(1)(B); 27 CFR 478.41]]

Depends. If you made it yourself, i.e. reloads, and sold it without having the appropriate FFL, like a FFL 06, then yes it is illegal.

If you sell ammo manufactured by a reputable company with the appropriate FFL, it's legal.....for now.

You will attract their ire selling above personal quantities though.

What is considered personal quantities is their a number or is it purposely vague
