Lifetime Docks & Lifts Llc, between Winchester & Tullahoma. He's only just really got started powdercoating as more than a sideline, but his quality is great & he's reasonable & quick! $200 & under a week turnaround time.

They bought the business from poultry in Winchester month or so ago.

That's the fella. I'm not sure whether Jayden lost interest or what, but Martin seems like he's doing great with it.

I would, but there's some filling & shaping to be done & you can't coat filler.

Dammit, YOU got me thinking. I'm going to have the oil bag coated & just paint the tank & fender. 

That should save me 5 or 600 bucks.

Paint them your self. 
Tons of videos on youtube or elsewhere that show the process. The spray part is easy. The quality of the finished job depends mostly on prep and finishing (wet sanding, cutting, buffing) anyway. 
From the work you have shown so far you are more than capable of tackling the job.
