shipping direct

If i understand the law correctly, i CAN ship a long gun via USPS directly to someone in the same state without a FFL. 

I have a stripped lower that i need to ship to a recipient near Knoxville. Does a stripped lower fall within that rule above? Can i ship it direct or being that it is considered "other" i cannot?

It was assembled as a rifle at one time. Does that change the lower's status?

Do you know how it is listed on the 4473 form? This is going to make it a rifle, pistol or other. I believe you can ship it USPS no mater how it is listed on the form. Let others chime in first as I did sleep at my house last night not a Holiday Inn.😚

The serialized part, in your case a stripped (assuming AR15) lower, is considered a firearm by the ATF. USPS is a federal entity so you have look at federal law in this situation. That's why FTF is the preferred way to transact in-state as there is no federal involvement in that method. It's very possible you could ship it and never get caught but is the risk worth it?

Ironically, I am awaiting the arrival of a rifle that is a reproduction of historic classic (Sharps model 1874).  While there is a serial number visible, it was a custom job and the original manufacturer was/is not known by the seller (I got it from GunBroker).

The Gold star seller said that since that was the case, he had to ship it to my FFL.

So, be very careful with this.

The rules seem to change from time to time so best to ask.  I had a fully assembled AR15 delivered by USPS about 7 years ago from a non FFL.  The delivery was made separate from the normal mail delivery.  I don't know if that was because of what it was or the way it was shipped.
