This is from HB 0724: am I reading this correctly?

SECTION 4. Tennessee Code Annotated, Section 39-17-1315, is amended by adding a new subsection ©:

© Any person who has a valid handgun carry permit issued pursuant to § 39-17-1351 is authorized to carry handguns at all times upon the premises of a public postsecondary institution in this state.

Am I reading this wrong, or are the students of this state close to having the ability to carry on college, university, and technical school campuses?

We should already have the RIGHT--but obviously the government feels that we lowly vassals should have to petition and beg the government for our "rights"...
